I don’t know of any hard disk drives or enclosures that do not work with any macOS versions, High Sierra included. That WD “Passport” drive will work just fine. Can you post a screenshot of that Disk Utility window? Can you select 'mount' in DU's Toolbar, and mount it then? I can't find any explanation for its failure to appear in the Finder, or mount on its own, other than the effects of having installed some Western Digital 'drive manager' product or whatever they include with their drives. Those things cause nothing but trouble. As suggested earlier EtreCheck may help provide additional details regarding your system.
